Steve Hayes has over 30 years of experience in the product approvals industry and serves on numerous national and international standards committees.

Industry Experience

Steve has over 30 years of experience in the product approvals industry. He started his career as a test engineer and gradually worked up through various positions within a test organisation, from running laboratories to taking full P&L responsibilities for company business teams.


Steve now takes a global role as the Technical Director for the Connected Technologies business unit at Element and is involved in helping to define strategy, identification of M&A targets as well as the technical and thought leadership needed to help Element stay at the forefront of testing highly complex and evolving products against regulatory, industry and carrier specific global requirements.

Steve remains highly active in the technical field and sits on many national and international committees, writing standards as well as regulatory forums. Steve is also currently the Chairman of the EMC Test Labs Association, former Chairman of the European Commission’s Association of Notified Bodies (EUANB) and an active member of the Radio Equipment Directive Compliance Association (REDCA).

In 2022, Steve also won the IEC 1906 Award, commemorating the foundation of the IEC and recognizing his 'exceptional current achievement.

Steve was nominated for the 1906 Award by colleagues working in CISPR, the IEC’s special committee on radio interference. He won the award for: 'dedicated and prudent leadership of CIS/B WG 1 dealing with the maintenance of CISPR 11, in particular for his continuous and patient consideration of all interests, his attempts to balance them and to find solutions.'

CE Marking RED and Type Approval of Radio Products Used in Vehicles

The Radio Equipment Directive (RED) applies to all radio products that are placed on the EU market. In the case of vehicles, however, there remains confusion about whether the vehicles fall under the scope of RED. To provide some clarity on this, the European Commission (COM) published a guidance document (EU RED Guide). While helpful to give more clarity on the scope of RED as applied to vehicles, it does not provide specific guidance to Notified Bodies, manufacturers, and installers of radio equipment into vehicles regarding how to achieve and demonstrate compliance.
